Government Reform through Constitutional Amendment. The Only Way!!!
What we see going on before us is evidence that what Milton Freidman said is fairly accurate.
“I do not believe that the solution to our problem is simply to elect the right people. The important thing is to establish a political climate of opinion which will make it politically profitable for the wrong people to do the right thing. Unless it is politically profitable for the wrong people to do the right thing, the right people will not do the right thing either, or if they try, they will shortly be out of office.” (Milton Freidman).
Several months ago, there was a media fire storm about the debt ceiling, some stood there ground and voted for not raising the debt ceiling, others said we always do why wouldn’t we, and those in congress elected to create the “Super Commission”. Now the super commission is failing to reach an agreement, the automatic reductions in deficit spending are supposed to kick in and cut equally domestic spending and the Defense Department Budget.
The absolutely insanity that the American People must wake up to is that the proposal for the Super Committee was to find a way to reduce the federal debt of $15 Trillion by only $1.2 trillion over the next 10 years.
Break it down; that is, reduce spending enough to pay off $1.2 trillion over 10 years. Or $120 billion each year. But friends, that is, DEBT, already accumulated debt. The Federal government at this moment is running a yearly deficit of about $1.56 trillion.
The deficit ads to the debt, so the truth is that to reduce the debt by $120 billion each year for the next 10 years, the government will need to reduce spending by $1.68 trillion or increase revenue by $1.68 trillion more then the total spent $3.83 trillion dollars each year for the next 10 years.
So how much did we spend in 2011? $3.83 trillion.
How much did we collect in revenue? $2.27 Trillion.
For the super committee to reach their stated mandate they must reduce spending or increase revenue while maintaining the spending level of $3.83 trillion.
Reduce spending
$3.83 t - $1.68 t = $2.15 trillion. So a budget that must be $2.15 trillion for the next 10 years, while maintaining a total collected revenue of $2.27 trillion.
Or increase revenues over the 2011 total spent + $1.68 trillion.
$3.83 t + $1.68t= $5.51 trillion. So a budget that remains $3.83 trillion but revenues of $5.51 trillion.
What is the most viable option, let us think this out. When was the last time US total collected revenue was $ 2.27 trillion? 2011. When was the last time US total collected revenue was $5.51 trillion? Never.
So to cut $1.68 trillion dollars from the 2011 budget. What could we cut?
Wait stop, now that we are here lets talk about the fact that if we accomplished one or the other for the next 10 years, then the Federal Debt in 2021 will still be $13.8 Trillion!
It is painfully obvious to anyone with eyes, and a functioning brain that something must be done. This is a start but it is not enough and it is clear that we can not count upon the wrong or the right people to do what is right and necessary.
So I propose, that it is time to reform government through constitutional amendment. But wait, how is it that we gain a constitutional amendment?
The Constitution, may be ammended through several prcesses;
Amendments proposed by the states in convention or by the states legislatures and then ratified by the states in convention or the states legislatures.
Ammendments proposed by the Congress and then ratified by the states either in convention or by the states legislatures.
But if we can not count on the federal legislature to do the right thing how do we the people get and Amendment going?
We must have enough of the population in enough of the states agreeing and motivating the states legislatures to look at a proposed amendment agree to it and ratify it.
This is what must happen.

It is Time, To take from the hands of the bueracrat, politician, judicial activist, eleitist, government entity the ability to enslave the population.
Enslavement by either providing benefit or manipulation of the tax code. This is not an appropriate activity for the federal government, the government has participated in the activity of manipulation of the population through taxation an the providing of benefits/subsidies for much to long and it is time to end this attrocious affront to the personall liberties of the people. It is time to once again bring this nation back to the standard of, government at the consent of the governed.
How will this be accomplished? Constitutioanl Ammendment XXVIII;
We the people understanding that the establishment and maintenance of the federal government requires the expense of the common currency. Realizing that historically governemtents grow and become oppressive, we cause the following restrictions upon the federal government of the united States of America.
All portions of the constitution, ammendments, and articles that stand in contradiction to this ammendment are recinded. All current law that stands in contradiction or contrast to this ammendment are recinded.
The purpose of this ammendment is to address the subject of Federal Government Revenue, Federal Government Spending, and the Financing of Campaigns forElection of Federal Government Representatives.
Funds used by the federal government shall come from the following sources and no other.
1. A levi on all imported goods meant for sale to the consumer of 2.5% shall be levied against all said goods. Congress shall make no law changing or obstructing the collection of said levi.
2. A national sales tax of 2% on all products and services to the consumer except for products considered to be individual subsistance shall be levied against all producst and services sold directly to the consumer. Congress shall make no law changing or obstructing the collection of said tax.
3. A national income tax shall be levied against the income of all individuals, entities, organizations, corporations and groups of 5%, allowing for the adjustment of gross income for the following allowable expenses. Income is the amount of gain to the individual, group, entity, organization, or corporation in any given calendar year in the form of wages, revenuse from sales, fees, dues, gifts, and inheritance, received from employers, customers, acquaintences, family, frinds, agencies, organizations, and or members.
a. Income shall be impacted negatively by the documentable cost to the entity for employing individuals to include wages and health benefits, dental benefits, preventive health penefits, mental health benefits, unemployment insurance, and disability insurance.
b. Income shall be impacted negatively by the documentable cost of contributions of funds to a recognized investment intended for use in retirement, disabillity, or later years of life in the amount of 3.5 % of the individual’s and entity’s total gross income.
c. Income shall be impacted negatively by the documentable cost of physical, infrastracture and equipment maintenance and purchase for business entities.
4. Direct use fees for entry into public lands, parks, museums, monuments, and entertainment activities may be collected the fee may not be greater then fees charged in the private market for access to a simalair and corresponding type attraction.
5. A National Income tax on all gross income earned by any and all entities of .5% will be collected and placed into a national Social Security trust fund.
a. Congress shall not expense funds from this trust for any other reason than to provide support for those citizens who are unable to care for themselves. The term Unable to care for themselves shall be determined by law passed by the congress.
b. Congress will constrain the use of the fund in a manner that will allow the fund to continue in perpetued using the funds collected by the .5% National Income Tax.
c. Congress will not in any way jeprodize the strength, security, standing, and level of balance of the trust through debet, bonding, using as security, and or any other means.
6. The federal government will within 6 months of ratification of this ammendment end the employment of all individuals and end all activities of the Internal Revenue Services and all entities concidered subordinate entities of the Internal Revenue service. Within 10 months of the ratification of this ammendment the federal government will establish the Revenue Accounting and Collections Service (RACS). RACS responsibility is to ensure the unintrusive collection of revenue to the federal government in accordance with this ammendment.
7. Congress, RACS, and or any other entity of the federal government may not attach any other increase through fee, fine, penalty or interest to any tax obligation of any entity under the authority of the United States Government.
8. Congress shall make no law, schedule, regulation, or allow any entity to enact regulation, allowing for the transfer of revenue from one sourse to another source thus negating the obligation of the receiving entity to contribute the stated tax obligation listed in this amendment.
9. The Federal Government of the United States will pass each fiscal year no later then the 29th day of October a budget that is in balance with the following restrictions.
a. Yearly fiscal budgets will be constrained in its spending to a deficit of no more then 5% of the previous years total collected revenue.
b. The national debt may never be greater then 20% of the average collected revenues of the previous 8 fiscl years.
c. It times of major calamity, after a full and open debate of 360 hours, providing to the general population all information pertaiing to the previous year’s budject current and subsequent years proposed budget, a super majority of both houses of of seven eighths of 100% of the members voting, the congress may exceed the deficit and debt restictions for the current fiscal years budget.
10. Only individual citizens residing in the political district of a candidate may contribute to the candidates campaign for a federal government elected position.
a. Individuals must fully disclose all contributions and the contribution may only come from the personal funds owned by the individual.
b. For profit businesses, non-profit organizations, groups, coalitions, and parties headquartered and or doing business in the district of a candidate for a period of 5 years may contribute a total of $5,000.00 dollars to the candidates campaign for a federal government elected position. All contributions must be fully disclosed.
11. Congress shall make no law, treaty or agreement that changes any protion of this ammendment.
