The Clarity in Legislation Amendment
Original Intent; The purpose and intent of the people in the following amendment to the constitution of the united States of America is to ensure that legislation and law is clear, concise, understandable, and in concert with the ultimate purpose of constitution, and role of the Federal Government; To secure, protect, and defend the constitution of the united States of America and the individual liberties, rights and authorities of the people while providing for the common defense and the general welfare of the nation.
Declaration; We the people of the united States of America understanding the necessity for law, as well as the tendency for governments to trend toward oppression and tyranny, demand the following restrictions upon the congress as they fulfill the role and purpose of drafting law and providing for the enacting and enforcement of the law.
Restrictions and protections:
The congress in drafting legislation shall ensure that the proposed bill submitted to the congress is a document authored by an active sitting member of congress. Active sitting members of congress may solicit information form outside entities to use in the development and writing of proposed bills to the congress but may not use complete and drafted documents in whole or part, that were written by non active sitting members of congress.
The Chief-executive of the nation may submit recommended legislation in whole or part to the congress for consideration. The Chief-executive may solicit information form outside entities to use in the development and writing of proposed bills to the congress but may not use complete and drafted documents in whole or part, that were written by non active sitting members of congress, or sitting active employees of the executive branch.
Proposed bills and final approved bills will not exceed 100 written pages. The pages will be 8”x 11 ½” white bond paper with 1 inch margins top, bottom, left and right, double spaced typed, times new roman Font, each line numbered within the left hand margin.
The title of proposed and final approved bills will include language that clearly communicates the intended purpose of the bill, the title will be no longer then 20 words.
The proposed bill and final approved bill will have a constitutional adherence statement clearly communicating how the author and the congress believe the bill is within the constraints and addresses an authority granted congress and the federal government through the constitution of the united States of America.
The proposed bill will be read aloud in its entirety with all amendments before the congress before a vote, is taken. The proposed bill and amendments will be distributed in common fashion to the people for consideration before congress votes upon the bill consideration will consist of 168 hours. Amendments to a proposed bill must be in congruence with the title, and content of the bill.
This Amendment will be retroactively applied to all legislation passed by the congress dating back to and including law passed during the 101st congress of the united States of America.
